Background Description of Emergency / Justification for Request
 

The Eastern Region faces overlapping protracted crises, exacerbated by military tensions at the Torkham border. Conflict has severely impacted access to sexual and reproductive healthcare and GBV services. Since February, hostilities have caused hundreds of civilian casualties and displaced over 94,000 people across Khost, Kunar, Nangarhar, Paktia, and Paktika provinces. Infrastructure damage includes 25 health facilities, 41 schools, and over 345 homes.
Humanitarian access to 100,000 people in Nuristan is blocked due to insecure transit corridors, leading to critical shortages of food and medical supplies. While alternate routes are being explored, they remain non-operational. Additionally, mine action operations are hindered by significant funding gaps, despite Afghanistan having one of the world's highest explosive ordnance casualty rates. The number of active demining teams has dropped nearly 50% since 2024, prompting the AHF to consider emergency allocations for lifesaving activities.
Since 25 March, multiple provinces of Afghanistan have been affected by heavy rains and resultant floods.  As of  06 April, the Reliefweb reported , 1260  families are affected.  In the Eastern region, this includes Nangarhar, Laghman, and Kunar. 
 

Security Situation Summary in country and main threats: (i.e armed conflict, terrorism, crime, social unrest, hazard)

The main security risks are related to the ongoing armed conflict between Pakistan and Afghanistan especially in the Torkham border. Nuristan, Kunar, Paktika and Khost provinces have also faced increased  military tensions.  

 
Role Description:
Under the overall supervision of the UNFPA  Afghanistan  Representative and the direct management of the Humanitarian Coordinator, the  Humanitarian Field  Supply Chain and Logistics Coordinator  works in close collaboration with  Kabul SCMU and programme units, implementing partners, other agencies, and field staff to coordinate the overall  emergency supplies  for UNFPA humanitarian  operations in the Eastern Region. S/he will ensure effective management of emergency RH commodities and supplies at regional level, including management systems to record, track, and report receipt, storage, refrigeration, transportation, and distribution of all UNFPA goods, including medical supplies.  The incumbent will also be responsible for liaising with relevant regional coordination teams working in relevant sectors/Clusters, such as Health, WASH, Protection, Logistics, Camp Management, Education, etc., to ensure the inclusion of commodities specific to UNFPA’s mandate in the overall national humanitarian response plan.



MAJOR DUTIES AND RESPONSIBILITIES:,

Rapid Assessments/Field Visits
  • As appropriate, participate in joint field assessments or undertake UNFPA-specific field visits/assessment missions to gain a better understanding of existing logistics infrastructure, warehousing facilities, health facilities, and distribution systems in the Eastern region.
  • Provide support to UNFPA’s Emergency Response Team (ERT) in Jalalabad. 

Programme Implementation and Coordination
  • Develop and or update existing  systems/standard protocols through which the UNFPA CO/Sub-offices can operate, manage, and forecast its emergency commodity needs (e.g. transportation, warehousing, distribution channels, contingency plans).
  • Mobilize supplies (IARH Emergency Kits, Dignity Kits, other supplies as relevant) to the affected areas in the Eastern Region  with a focus on Last Mile Assurance to the extent possible.
  • Identify possible gaps in the logistics pipeline and provide input on how to strengthen the logistics chain (from calculating needs to procurement to actual distribution, monitoring and reporting). 
  • Provide support in projecting needs for prepositioning (as appropriate) emergency supplies in identified hubs in the context of  Afghanistan
  • Liaise with the UNFPA Supply Chain Unit in Kabul  and coordinate with the regional  logistics cluster.  

Monitoring and Evaluation
  • Strengthen the existing  monitoring mechanism that takes into consideration warehouse capacity, access, utilization rate, coverage, and distribution to track and monitor emergency RH kits and commodities.
  • In collaboration with the humanitarian or RH focal point, identify the technical capacity of health facilities and personnel to utilize emergency RH kits.
  • Undertake monitoring visits to ensure proper storage, distribution, and utilization of emergency RH supplies.
  • Track the receipt and distribution of all RH commodities and supplies.

Liaising/Coordination with Partner Agencies
  • Liaise with humanitarian stakeholders working in relevant sectors/Clusters, such as Health, WASH, Protection, Logistics, Camp Management, Education, etc., to ensure the inclusion of commodities specific to UNFPA’s mandate into the national humanitarian response plan. Liaise with the Humanitarian Access Working Group.
  • Establish, as relevant, partnerships with other agencies and organizations to facilitate the movement of UNFPA commodities.

Reporting
  • Review and update the existing  reporting mechanism in coordination with program units to reflect achievements against grants
  • Provide regular updates on UNFPA RH commodities and supplies management for inclusion in donor reports and OCHA reports.

Capacity Development
  • Provide coaching to newly recruited personnel and consultants, where appropriate.
  • Coach and build capacity of staff members and staff of implementing partners responding to crisis, as appropriate.

Any Other Duties
  • Perform any other duties as required by the Representative and/or Head of Office

Qualifications and Skills Required:
  • Advanced degree in logistics management or equivalent relevant professional certification in areas such as transport, distribution, and supply chain management.
  • Degree in public health, medicine, or pharmacy preferable
  • At least 5 years of relevant experience in logistics management.
  • Managing medical supplies distribution, storage, and transportation operations in emergency settings (military, commercial, or with an international organization).
  • Experience and knowledge of UN systems, especially UNFPA, is an advantage.
  • Experience in challenging and complex humanitarian/emergency settings
  • Good knowledge of humanitarian response.
  • Proficiency in English is required. Fluency in Arabic is desirable.
