Brief Description of Emergency Outbreak/Upsurge and the Consequences for OCHA:
The Pretoria Peace agreement of November 2022 designated certain areas between Amhara and Tigray regions as contested areas until their administrative status is resolved within the implementation modalities of the peace agreement. These areas continue to experience elevated humanitarian needs due to political tensions, sporadic and protracted displacement, and disruption of basic services. Population movements, including the presence of internally displaced persons and individuals returning to areas of origin, are taking place in a fluid and evolving context, while humanitarian presence and operational capacity in these locations remain limited. Recent developments underscore the importance of timely humanitarian engagement to ensure that assistance can be mobilized and delivered in a coordinated, principled, and effective manner where and when needed. OCHA coordination is needed to enable humanitarian presence and response in the areas.

Brief Surge Need Justification:
A Humanitarian Affairs Officer is needed for 6 months to support OCHA while long-term international staff is being considered. Roll-out of the area-based coordination and setting up of a humanitarian hub are urgent priorities of the Ethiopia Humanitarian Country Team (EHCT).

OCHA’s Role and Key Challenges:
OCHA is expected to provide coordination and support the setting up of the humanitarian hub in Humera town close to Ethiopia's borders with Sudan and Eritrea. The key challenge is to lead coordination in locations where civilian administrations are either contested, not full constituted or almost absent leading to complex political sensitivities to be navigated responsibly while facilitating principled humanitarian action.

Local administrations; community leaders, military, NGOs, UN agencies.

Regular OCHA HAO

Main Tasks and Duties to be Executed:
Analyze and assess the humanitarian situation; Lead assessment and response missions; Lead roll-out of the area-based coordination in the areas; Facilitate humanitarian access and CMCoord; Liaison and advocacy with local administrations and community leaders; Accountability to affected populations;

Expected Outcome of the Deployment: 
Effective coordination structures and response modalities established and functional.

Language Required: 
English

Specific Required Skills:
At least five years of humanitarian experience in a complex emergency. Field coordination, cluster/ABC coordination, access, civil-military coordination and managing teams

Security Level: 
4-Substantial

Overall Security Situation: 
The duty station is a town close to international borders in a geopolitically strategic area. While the town of Humera is relatively safe and developed to the minimum with regular flights, certain road routes may pose security risks related to banditry.

Duty Travel: 
50 percent of the time will be spent travelling to different districts.

Visa Requirements: 
Business visa upon arrival authorization followed by resident ID (work permit equivalent) will be facilitated by OCHA within the first month in-country.

R&R Cycle:
6 weeks (based on management discretion and comparable to nearby designated R&R duty stations).

Medical Requirements:
Not specified but important to have Yellow Fever and COVID.

Humera is an established town in an agriculturally productive area. Livable accommodation and daily provisions can be found. Days are warmer and sunny.
