Statement of Work

Secure Online Platform – Web Solution and Information Management Expert-Consultant

Section 1.0 - Application
1.1 Purpose
Global Affairs Canada (GAC) is seeking a contractor to provide web-based IT and technical services on behalf of the International Security Assistance Coordination Group (ISACG).

1.2 Background 
ISACG wants to share information with international partners and needs a secure online platform.

1.3 Terminology
1.3.1     Interactive Dashboard: A tool that gathers information that ISACG wishes to share with international partners. The dashboard is designed with Power BI software.
1.3.2     Secure online platform: Secure website which will be used to host the dashboard. 
1.3.3     ISACG: A coordination mechanism established and lead by Canada under the leadership of GAC, to coordinate the international assistance to support the security sector in Haiti.  The group has about thirty members, countries and international organizations, including Canada.
1.3.4     International Partner: A country or international organization that is a member of ISACG.
1.3.5     POC: GAC Point of Contact.

Section 2.0 - Requirements
2.1 Tasks
2.1.1     The contractor must provide their expertise to set up a secure online platform that will be shared with international partners.
2.1.2     The contractor must design a platform in which an interactive dashboard will be hosted.
2.1.3     The contractor must provide expertise in the design of the interactive dashboard as well as in information management.
2.1.4     The contractor must provide IT and technical advice on best practices in web solutions.
2.1.5     The contractor must provide training to the POC so that the POC can make minor modifications to the platform and make updates when necessary.

2.2 Technical requirements
 The contractor shall design a secure online platform that meets the following requirements:
2.2.1     The platform must be secured with a password.
2.2.2     The platform must be able to host a dashboard designed with Power BI software.
2.2.3     The platform should be easy to access and to use for international partners.
2.2.4     Once the platform is in place, regular updates will need to be made on a weekly or bi-weekly basis.
2.2.5     Updates will need to be done in a timely manner by the contractor.
2.2.6     The platform must be able to host photos, videos and any other visual elements deemed necessary.  
2.2.7     The platform's information will come from an Excel database.  
2.2.8     The platform should be designed and maintained in French.

2.3 Contractor Profile  
2.3.1     Expertise in information management and dashboard design. Proficient in Power BI software.
2.3.2     Expertise in data processing and use of Excel.
2.3.3     Expertise in secure website design and in website maintenance.
2.3.4     Bilingual and strong ability to work in French, both orally and in writing.

2.4 Constraints  
2.4.1     The contractor must ensure that there are no fees to access the platform for international partners.

2.5 Client Support 

2.5.1 GAC Responsibilities
2.5.1.1   GAC will designate a POC for the management of the contract The designated POC is the ISACG employee responsible for the project.  The POC will provide information, orientations and directives to the contractor to ensure the product respond to the specific needs of the ISACG.
2.5.1.2   The POC will work closely with the contractor to ensure that the contract is carried out in a timely manner and on time.
2.5.1.3   The POC will inform the contractor of problems, challenges or anomalies related to the platform.

2.5.2 Contractor Responsibilities 

2.5.2.1  The contractor must be available during GAC's current working hours (8am-5pm Eastern Time).
2.5.2.2   The contractor must be available to participate in business meetings, at distance.
2.5.2.3   The contractor must work remotely and use appropriate means of communication to provide advice and recommendations.
2.5.2.4   The contractor is expected to use their own computer and other equipment required for the task.
2.5.2.5   The contractor may work outside of Canada but must adjust his/her schedule according to the ISACG time zone, i.e., Eastern Standard Time (UTC-5).
 
2.6 Quality Assurance Requirements

2.6.1     For the duration of the contract, the contractor must provide the GAC representative, and/or other Government of Canada officials, with access to any information and working documents used for the platform.
2.6.2      The contractor will ensure that all requirements set out in this Statement of Work are always met.

Section 3.0 - Contract

3.1 Duration
3.1.1 The contract will start at the time of signature and will run until March 2025 with the possibility of extension until August 2025.
3.1.2 The contract provides for 72 working days over eleven months.
3.1.3 Depending on his/her availability, the contractor may work up to 5 days per week at the beginning of the contract.

Section 4.0 - Acceptance Process and Criteria

4.1 The contractor shall provide the services described in this Statement of Requirements.


CANADEM and its partners have a no-tolerance policy for inaction to prevent, respond to and follow up on alleged cases of Sexual Exploitation, Abuse, and Harassment (SEAH). For this reason, we adhere to all policies, procedures and training of the United Nations on The Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH). CANADEM mandates all deployees successfully complete the PSEA online course. This e-learning course is composed of a set of lessons designed to raise awareness about SEAH, become familiar with a range of measures to combat SEAH, understand the impact on victims and the consequences for UN Personnel who commit Sexual Exploitation, Abuse, and Harassment.
